Abstract EN

El Waqaf activity in history was an evolving and remarkable in terms of capabilities and goals El Waqaf reached a large amount of the total productive wealth in all Islamic societies and the its properties has been estimated by the major properties in the cities، the best agricultural lands، mosques، schools، hospitals، and orphanages.

However، El Waqaf activity has witnessed remarkable atrophy، especially in modern times، and several problems have emerged around it that have limited its importance and effectiveness.

Today، given the scarcity of resources and the growing social needs، El Waqaf institutions may be attractive solution to governments which facing current constraints on public spending.

Thus، these institutions may contribute to achieving efficiency gains in funding some social infrastructure projects or providing services based on their projects، thus reducing the costs incurred by the state to provide these projects.

Then this paper examines the problems of El Waqaf system in Egypt in an attempt to formulate policies to revive that institution and use it effectively and efficiently in financing the higher education and scientific research sectors.
