تعتبر قمة الأرض (المؤتمر الدولي المخصص للبيئة و التنمية) التي عقدت في البرازيل سنة واحدة 1992 من أهم النشاطات الدولية، و التي من خلالها تم التأكيد على ضرورة اعتماد استراتيجية وطنية للتنمية المستدامة.
و يشكل تحقيق التنمية من أهم التحديات التي يواجه مختلف دول العالم، بحيث تسمح بمعالجة الفقر و زيادة متوسط الدخل الحقيقي للفرد بالإضافة إلى تحسين مستوى معيشة الأفراد، و بالتالي الوصول إلى الرفاهية الاقتصادية.
و لتحقيق التنمية المستدامة يدب دمج البيئة و الاقتصاد في عملية صنع القرار مع ضرورة الاهتمام بالتنمية البشرية.
لقد سمحت الاصطلاحات الاقتصادية المنتهجة في الجزائر بتحقيق التوازنات الاقتصادية الكلية، إلا أنها ما زالت تواجه عدة تحديات تتعلق بتحسين مستوى النمو الاقتصادي خارج قطاع المحروقات و تحسين الإطار المعيشي للأفراد بالإضافة إلى حماية البيئة وفق مقتضيات التنمية المستدامة.
Abstract EN
The subject ofdurable development is at the centre of world and regional economic preoccupations.
The 1992 Brazil Earth Summit was devoted to the problems related to the environment It emphasised the tremendous inportance of durable development as vital to the increase of the average individual income and the fight against poverty and, consequently, askey to the effort to achieve economic welfare.
Durable development, however, goes hand in hand with human development.
Although the reforms introduced in recent years have enabled the Algerian economy to achieve balance, serious difficulties are still facing the national economic development stra tegy independent of oil, in addition to the need to improve the individual standard of living and to protect the environment.
