This study aimed at identifying the suitable context for using technology in teaching-Learning processes in university stage, and the mechanism for establishing electronic university curricula that university student takes advantage of.
It was found that using technology and other educational technigues as cognitive tools transforms the Learning process from a method that depends on the teacher or the technigue into a Learner-Centered process which gives the learner a positive role through which he practices higher mental skills that enable him to adapt with the information age and with the modern knowledge society.
In addition, technology, when used as cognitive tools, develops the role of university instructor from knowledge bearer into a curriculum Learning designer.
