The political counsel represented a basical side which Abbasid succession depended on in building the administrative establishment.

As the minister position is the most important in this organization so that the Caliphate trys all his best to counsel with experienced people to choose the best one for this position.

And even When he is appointed, he is watched by the Caliphate if he is unprofessional he will be changed.

The research deals with the counsel role in appointment ministers and depose them in the period of the Caliphate Al-Muktader bilah whish his period was distinctive from other with changing ministers as a result of Political, Economical and military turbulences.
