Abstract EN

This study aimed to use security planning as one of the most important managerial contents, and benefiting from it to face – so called critical security events and the study also aimed to formulate models for security cases and use security planning to face it and verification of its success in gulf societies privately and Arab societies generally.

The study examined the effectiveness of security planning to face critical security events and applying it in several cases the study applied theoretical approach in analyzing these cases: - holding social and political seminars outside the exact location to hold it - disordering in social and religious events - internal disturbances - foreign labor disturbances The efficiency of police planning effected with several factors: convinced the police administration in planning as a work method, the availability of police planning cadres at various levels convinced of the accuracy of police data in addition to advanced work methods , And the efficiency of security planning to face critical security events measured by there results in preventive security field in forecasting about critical security events before occurred, and work to control them and prevention from hazards based on that the study made number of recommendations including : workshop, training courses and educate citizens about facing critical security crises, and educating people contribution of public opinion and the media in educating people in how to start public rights and freedoms on the right way and respect others rights.
