Abstract EN

Academic libraries, which are institutions responsible for the administration and management, on the hand one and of the production of scientific researchand knowledge on the other hand, need legal and administrative instruments that provide themwith the global institutional framework required by any public institution whatever the nature ofits activities.

They may benefitfrom a moral personality or afinancial autonomy, as it may be integrated in an administrative organisation of another institution.

Such is the situation of the majority of academic libraries throughout the world.

This study deals with the legal and administrative framework of academic libraries in Algeria that are considered as integrated services within the legal and administrative organisation of universities.

This study lies on two approaches.

The first one is descriptive where visibility isportrayed about the present legal texts that rule these libraries which lack specific legislation.

The second approach is analyticalwhere the most important legal texts are analysed.

In addition, a survey is led to show how libraries can be organized on thea dministrative side with theabsence of legal texts whichconstitute one of the mainfundamental conditions for thecreation and development of alibrary
