Arabic Abstract

موضوع هذه الدراسة هو قياس الصورة الذهنية لأداء مؤسسات التنمية الاجتماعية العاملة بالسودان من خلال الوقوف على البرامج و المشروعات التنموية التي قدمتها إدارة ديوان الزكاة ولاية القضارف في الفترة من يناير 2007 ديسمبر 2008م. أهداف الدراسة : 1/ الوقوف على ملامح الصورة الذهنية لديوان الزكاة بولاية القضارف. 2/ تشخيص العوامل المسببة للصورة الذهنية الإيجابية منها و السلبية لدي جمهور ديوان الزكاة بالولاية عن أدائه و تأثير ذلك علي تحقيق الغايات المنشودة.

3/ إبراز أهمية بناء صورة ذهنية إيجابية في تطوير أداء الديوان. منهجية الدراسة : قامت الدراسة علي منهج متكامل شمل على المناهج التالية: المنهج الوصفي، المنهج التاريخي، المنهج المسحي، المنهج التحليلي الإحصائي باعتبار المنهجين الأخيرين يجمعان بين أساليب منهجية و أدوات علمية لجمع و معالجة البيانات من خلال استبانة الاستقصاء. و قد تم تقسيم الدراسة إلى خمسة فصول اختص الفصل الأول بالإطار المنهجي، بينما الفصول من الثاني إلى الخامس قسم كل منها إلى ثلاثة مباحث. حيث خصص الفصل الثاني: للصورة الذهنية و تناول فيه الباحث مفهوم الصورة الذهنية و كيفية تكويناتها، و أهميتها و مدي اهتمامات مؤسسات التنمية الاجتماعية ببناء صورتها الذهنية، و جاء الفصل الثالث بعنوان التنمية الاجتماعية حيث شمل مفهوم التنمية الاجتماعية، و أهم مؤسسات التنمية الاجتماعية العاملة بالسودان، و من ثم دور الزكاة في إحداث التنمية الاجتماعية، و خصص الفصل الخامس لمجتمع الدراسة و تناول نشأة ديوان الزكاة في ولاية القضارف، أداؤه التنموي، و برامج إدارة صورته الذهنية خلال فترة الدراسة، و أخيراً الفصل الخامس خصص للدراسة التطبيقية. أهم نتائج الدراسة : 1/ الصورة الذهنية لأداء ديوان الزكاة ولاية القضارف ذات انحرافات قليلة موجبة بلغت 7.59 % و هذه الصورة الموجبة نسبيا أثرت علي أداء الديوان في المجتمع و من ثم أدت إلي تعاون بعض الأطراف المشاركة في عملية الزكاة و عدم تعاون البعض الآخر حسب الترتيب التالي: الصورة الموجبة بلغت 39 % من عينة الدراسة، بينما السالبة 33.5 %، أما غير الواضحة 27.5 %. 2/ أكثر الأسباب التي ساعدت في تكوين صورة موجبة هو الدعم الصحي للمستفيدين من قبل الديوان، و هو بذلك أكثر محاور التنمية الاجتماعية إيجابية إذ بلغت الإجابات الموجبة لديهم تجاه الدعم الصحي 63 % من أفراد العينة. 3/ نسبة38.64 % من أفراد عينة المستحقين يرون أن الديوان لا يعمل وفق حاجتهم فيما يقدمه من مشروعات إنتاجية و مساعدات عادية. و قد خرجت الدراسة بعدة توصيات أهمها ما يلي : 1/ يوصي الباحث صناع القرار بمؤسسات التنمية الاجتماعية التعامل مع حقيقة الصورة الذهنية، و عدم تجاهل آراء الغالبية الواعية من المجتمع المراد تنميته باعتبار أن آراءهم مؤشرات ذات أثر مهم في تقيم أدائها بصفة عامة و ديوان الزكاة على وجه الخصوص، كما يجب قياس صورة الديوان دوريا و إدراج نتائجها ضمن تقرير الأداء و رفعها لمجلس أمناء الزكاة ليصطحبها في خططه و توجيهاته لتسير عمل الديوان. 2/ إيجاد الوسائل المناسبة لتضيق الفجوة الاتصالية بين الديوان و المكلفين بالقول و الإذاعة و المشاهدة و المشاركة و جميع الوسائل المباشرة و غير المباشرة لإقناعهم بأن أموال الجباية تصرف لمستحقيها. 3/ الاستفادة من الصورة الإيجابية التي حققها الدعم الصحي و المحافظة عليها من خلال الموازنة بين الدعم الصحي المباشر و الدعم عن طريق التأمين الصحي مع مراعاة المناطق النائية التي لا تتوفر فيها المراكز الصحية، و السعي لمعالجة الصورة السالبة لدي المستحقين عن طريق تنفيذ المشاريع التنموية وفق مقترحاتهم، و الابتعاد عن النفرات ذات الطابع السياسي، و العمل على تحسين صورة الاستقبال.

English Abstract

The purpose of the study is to identify the image of the performance of social development institutes in Sudan, through in to the programs and development projects provided by the Department of Zakat Chamber in the period from January 2007, to December 2008 Objectives of the study: 1.To addressed the image of the Zakat Chember in the state.

To investigate the factors causing the image of the positive and negative Zakat Chamber public mandate for its performance and the impact on achieving the desired goals.

3.Highlight the importance of building a positive image to enhance the Department the performance.

Methodology of the study: The study clarify an integrated approach to the curriculum included the following: descriptive method, the historical method, surveying method, method of statistical analysis as the other two approaches combine methodologies and practical tools for data collection and processing of an exception-resolution screening.

The study has been divided into five chapters, the first chapter deal with the methodological framework, while Chapters II to V, divided into three sections.

Where Chapter II: for image and the researcher addressed the concept of mental image and how their composition, their importance and the extent of the concerns of development institutions to build up the image while third chapter, entitled Social Development which included the concept of social development, the most important social development institutions working in the Sudan, then the role of Zakat in social development, and Chapter VI revealed of the community study and the emergence of the Zakat Chamber addressed the state of Gedaref, performance development, image management programs during the period of study and, finally, the fifth chapter devoted to data analysis.

Most important results of the study: 1.

The image of the performance in Zakat Chamber at Gedaref State has a few positive deviations were 7.59 % and this picture is relatively positive affect on the performance of the community and then led to the cooperation of some of the parties involved in the process of Zakat and lack of cooperation by others as a result the following image: Image positive at 39 % of the study sample, while the negative 33.5 % ,while 27.5 % are not clear.

The most common reasons that helped in the formation of the positive picture is the support the health of beneficiaries by the Court, and is therefore more positive themes of social development if the amount of positive responses to their health support 63 % of the sample.

3.The proportion of 38.64 % of the eligible sample believes that the needs do not work according to their need in the presentation of productive projects and aid normal.

The study came out with several recommendations Including the following: 1.

Decision makers in the institutions of social development must deal with the fact of image, and not to ignore the views of the majority of society to be conscious of its own opinions as indicators of significant impact to evaluate the performance in general and the Zakat Chamber, in particular, also should be measured periodically and a Court to incorporate the results in the performance report and them to the Board of Trustees of the Zakat to take in his plans and instructions for moving a working Staff.

2.The need of appropriate ways to shorten the gap in communication between the donors and in charge of saying, broadcast, T,V.

and participating, and all means of direct and indirect Zakat Collection; (gibaya) convince them to be paid to the beneficiaries.

3.The best benefit of the positive image that improved by the health support and maintain it through a balance between support through health insurance taking into account the remote areas where there are no health centers, and seek to address the negative image to the beneficiaries through the implementation of development projects according to their suggestions, stay away from foul of political typographer, and act to improve image receiver .
