يحـاول هذا المـقال شـرح جدلـية ارتـباط تطلـعات تحـقيق مخـتلف مؤشـرات التنمـية الإنسانية المستدامـة، مع التركـيز عمى الـدور المحـوري الرئيسـي الذي كان و لا زال يلعـبه الذهب الأسود، عبر مخـتلف محـطات البـناء الاقتصادي في الجـزائر.
تقـترح هذه الدراسـة في خاتـمة المطـاف جـملة من التوصـيات، في سبيل عقلنة هذه العوائد النفطية الضخـمة، كتحسـين طـرق و أسـاليب جـباية البـترول عطـاء الأولوية لمعالجة، مخـتلف الاختلالات الاجتماعية و الهيـكلية كأولويـة قبل المشـاريع الكـبرى و الاستثمارات الضخـمة.
Abstract EN
The present article tries to explain the relationship between Algerian Oil and Sustainable Human Development (SHD), mainly the role of petroleum incomes across several periods of economic building in Algeria.
The study puts forward a number of recommendations for the rationalization of such incomes, fiscal methods, price fluctuation, and the treatment of the social and structural dysfunctions as a priority over major projects and massive investments.
