It has been noticed lately that there are great efforts in intellectual and research terms (academic and applied) in Total Quality Management (TQM) field whose different dimensions are not apart from the specialists’ concern including administrators with different degrees of focus from one dimension to another.

So the integrative dimension between human resources and TQM has not received enough interest to the desired level as the other dimensions have had.

This integration stands beyond this study which came to shed light on an important issue that has formed one of the most intrinsic points among researchers in the present and more increasingly in the future.

This study aimed at recognizing how far companies in target apply factors of TQ, and the relationship between these factors and the human resources areas, thus diagnosing areas of integration and nonintegration then concluding the effect of this relationship on quality performance for the sake of future anticipation to try out TQ and its reflections on the companies in target.

This study included two basic aspects; theoretical basis which discussed conceptual aspects and the relationship between human resources management and TQ, the individual who is considered the essence of quality system, the client with his / her importance within this system, the elements and components of TQ including supporting high administration, suppliers, consumers, work climate, design of product and control.

Such things have been directed to in many previous Arab and foreign studies.

Concerning the second basis; it focused on practical aspects regarding data analysis and answering study questions then testing hypotheses...

This study included personnel in the quality field in a number of engineering sector companies.

Those personnel who have got adequate experience through Quality system training sessions or who have participated in planning to be implemented in these companies.

The study showed a good understanding and awareness within the sample in question for the role and importance that TQM and Human Resources Management gained in their organization.

Test hypotheses results proved that dependent variables (TQ factors and human resources areas) have obvious effect on the independent variable (Quality Performance), and there is a distinctive relationship between TQ and Human Resources areas where these differences were significant and all null hypotheses were rejected with the exception of the fourth hypothesis which revealed that there is no relationship with statistical significance between the study variables (dependent and independent) and between the demographic variable.

The study recommended the importance of continuity of having training tasks on quality and achieving a higher level of personnel involvement within quality programs, the necessity of adopting integrative dimension of quality, all along with taking care of the personnel and increasing their skills within a comprehensive strategy for human resources management, besides organizations should be conscious of the internal and external role (client-consumer) as well in determining the quality, the importance of reinforcement of quality culture to the personnel, with a recommendation of cooperating and continuous coordination among the companies in target and all other users of quality systems.
