Arab states have made respectable steps in the adoption of e government as a mechanism which provides innovative solutions to problems and obstacles that frustrate the effectiveness of the administrative device, and for that this technology was adopted as an innovative input to contemporary administrative reform.

However, this employment did not achieve the goal, because of the lack of the ability to respond to all beneficial innovative as well as the lack of keeping up our legislation to the momentum of the stunning technological development, scarcity of resources in some countries, and the lack of competencies qualified to do the job, and the lack of an incubator for information technology, and the spread of digital literacy in our society.

Perhaps providing an incubator for such a mechanism, and providing support and resources needed to be entered at the heart of the administrative apparatus, and to attract qualified eligible and motivate to do the job, would with no doubt result in employing e-government in the promotion of the administrative mechanism and make it a tool for the comprehensive development and not its handicap.
