بعد صدور قانون الإصلاح الزراعي الأول عام ١٩٥٨، بدأت الأحداث الاجتماعية و الاقتصادية تتسارع متزامنة مع الأحداث السياسية، و على أثر تطبيق قانون الإصلاح الزراعي، أصدرت الحكومة قانون السلطة التنفيذية بالرقم (٧٤) في أيار ١٩٥٩، و تم استحداث وزارة الإصلاح الزراعي، و وضع نظام جديد لوزارة الإصلاح الزراعي و دوائرها، لتحديد هيكلية الوزارة الجديدة، و بدأت أعمال دوائر الوزارة بتطبيق قانون الإصلاح الزراعي من الاستيلاء و التوزيع بالدرجة الأولى، و لتطبيق القانون، و لاسيما ما يتعلق باستكمال الإجراءات الزراعية التي تعوق سير تطبيق قانون الإصلاح الزراعي.
