Despite the emergence of non-governmental organizations in many Arab countries for a long time, the last decades of the twentieth century witnessed an unprecedented growth in the establishment of non-governmental organizations.

This was in fact the result of many political variables, economic and social some of which feature local and global other.

Also, non-governmental organizations form the foundation stone in the promotion and protection of human rights everywhere in the world, especially in the Arab region.

They affect the discussions and decisions of various procedures for the bodies of the United Nations, and provide information about the conditions of the countries in general or on specific cases that will enrich the work of these bodies to monitor the situation and make specific recommendations to countries.

Become international organizations and non-governmental more influential in the promotion and protection of human rights and, increasingly, many of the international and national NGOs working an active role in the promotion and protection of human rights, and play the role of the guard in case of non-activation of human rights instruments.

Conclusion The non-governmental organizations play the role of observer on society and the rights of its members, and that the existence of these organizations has become a one of the important criteria that are measured from which the degree of democratic development in a society, and non-governmental organizations success in achieving quality changes associated to a large extent by its ability to create space social participation of citizens, and civil society organizations as one of the mechanisms to build a democratic society, it should prove to be democratic institutions are the same.
