The Syrian refusal to participate in those defensive arrangements is the basic reason behind the western pressure on Syria that leads it to take the soviet side to get balanced relations and the necessary weapons as well as economical and logistic helps in atime where the Soviet Union doesn`t advocate a policy in the Middle East .

Therefore , the Syrian refusal to Baghdad ally and to the principle of the USA president isenhauer in 1975 forms a fundamental element in developing the Syrian soviet relations , the thing seen through this paper.
