Arabic Abstract

تناولت هذه الدراسة أثر ظاهرة الإرهاب على الاستراتيجية الأمريكية تجاه الشرق الأوسط خلال الفترة من 2001-2014م، و كيفية توظيفها كأداة من أدوات تنفيذ السياسة الخارجية الأمريكية بعد أحداث أيلول 2001م، و هدفت إلى التعرف على مدى تأثير ظاهرة الإرهاب في الاستراتيجية (السياسية و العسكرية) الأمريكية اتجاه منطقة الشرق الأوسط، بدءا من أحداث الحادي عشر من أيلول 2001م و لغاية 2014م، و استخدمت عدة مناهج منها التحليلي و المصلحة القومية و الاستراتيجية و بإطارها النظري استخدمت نظرية النظم و اتخاذ القرار، كما و أثبتت فرضية الدراسة و أجابت على أسئلتها من خلال ما توصلت إليه، حيث تستنتج بأن الولايات المتحدة الفاعل الرئيسي في المنطقة قد أظهرت توجهات جديدة لإعادة تقييم اتجاهاتها الاستراتيجية في الشرق الأوسط، نظرا للمرحلة الانتقالية التي تمر بها المنطقة و حجم المتغيرات الديناميكية التي تعكس حالة عدم الاستقرار و الحجم الكبير من المخاطر على مصالح الولايات المتحدة و حلفائها في المنطقة، مما دفع نحو التحول من استخدام القوة بكل أشكالها إلى سياسة اليد الممدودة في معالجة قضايا المنطقة، بعد أن اندفعت الاستراتيجية الأمريكية عقب أحداث أيلول 2001م إلى إعلان الحرب ضد الإرهاب و استخدام الضربة الاستباقية و اتخاذ العديد من الإجراءات تحت مبرر مكافحة الإرهاب و الدول المارقة و بمبررات أغلبها غير حقيقي، و خلال إدارة الرئيس أوباما بدأت بالتكيف مع البيئة الاستراتيجية مع الحفاظ على أهدافها الثابتة و المحددة لسياستها الخارجية و التعامل بمرونة و براعة دبلوماسية مع أغلب قضايا المنطقة و تحديدا في الحرب على الإرهاب.

English Abstract

This study dealt with political employment of terrorism in U.S.

foreign policy after the events of September eleventh 2001 - 2014, where focused on the issue of terrorism politically.

And how to employ them as a tool of implementation of US foreign policy tools after September 2001 m events, aimed to recognize the extent of the impact of the phenomenon of terrorism in the strategic (political and military America) direction region the Middle East, starting from the events of atheist of September 2001 C and up to 2014, and used several theoretical approaches, including the analytical and the national interest and the strategic and Botarha theoretical used systems theory and decision-making, and proved the study hypothesis and answered her questions through art, where it concludes that the United States, the main actor in the region has shown new approaches to re-evaluate strategic trends in the Middle East, given the transitional phase experienced by the region and the size of the dynamic variables that reflect the instability and the large size of the risks to the interests of the United States and its allies in the region , prompting the shift towards the use of force in all its forms to the outstretched hand policy in dealing with issues in the region, having pushed the US strategy after the September 2001 events to declare war against terrorism and the use of preemptive strike and taking several measures under the pretext of combating terrorism and rogue states and justifications mostly not true, during the Osama administration began to adapt to the strategic environment while maintaining a fixed and specific objectives of its foreign policy and to deal flexibly and diplomatic tact with most of the issues of the region and specifically in the war on terrorism.
