Abstract EN

Many international conventions such as the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the Algerian constitutions emphasise on the equality between citizens, (All citizens are equal before the law.) No discrimination shall prevail because of birth, race, sex, opinion or any other personal or social condition or circumstance(article 29),however the equality is not concritisised in the politic level.

The fundamental human and citizen’s rights and liberties are guaranteed.

They are a common heritage of all Algerians, men and women, whose duty is to transmit it from generation to another in order to preserve it and keep it inviolable(Art.

32); Individual or associative defence of the fundamental human rights and individual and collective liberties is guaranteed (Art.

33) In order to preserve this equality, the institutions aim to ensure equality of rights and duties of all citizens, men and women, by removing the obstacles which hinder the progress of human beings and impede the effective participation of all in the political, economic, social and cultural life (Algerian Constitution ( Art.

31).

Moreover, and in order to to promove the political rights of woman as they have been reformed in 2008, the Algerian constitution stipulates the government to promote the political rights of women by increasing their access to representation in elected assemblies.

The arrangements for implementing this Article shall be determined by an organic law(art 31).

The representation of women in the new Algerian parliament has increased in the parliamentary elections of May 2012.

The percentage of women parliamentarians has risen to 31 percent, which represents an increase of 8 percent from the previous period from 2007 to 2011.

This followed the adoption in January of a law imposing a quota of 30 percent representation of women in parliament.

It is an important step on the path followed by Algeria to democratic reform and gender equality.

In this article we will analyse the political rights of women (I), then we will look to the impact of the application of the new law on the elargissement of women participation in the elected councils(II)
