شهد القرن العشرين تسارعا كبيرا في تطور أدوات القتال و التدمير بفعل التطور التكنولوجي الذي مهد السبيل للحصول على التقنيات الحديثة بما في ذلك الحصول على وسائل التدمير الفتاكة كأسلحة الدمار الشامل نووية كانت أو بيولوجية أو كيميائية قد تستخدمها التنظيمات الإرهابية إذا ما أتيح لها ذلك لإحداث عنف ليس له حدود و حجم خسائر معتبر على الصعيد البشري المادي و البيئي، الأمر الذي زاد من خطورة الإرهاب، و هذه الحقيقة إن كانت نسبة تحققها صعبة و غير شائعة حتى الآن تبقى ممكنة الوقوع لتجعل من الإرهاب تهديدا لمستقبل البشرية يستدعي تعاونا دوليا جادا لإيجاد الردود السريعة عليه.

The speed with which arms have developed during the twentieth century has caused a great spread of some dangerous types of arms such as mass destruction weapons, biological or chemical weapons, these arms may fall into the hands of some terrorist organizations which can use them to cause considerable damage on the human and environmental level, an international cooperation is thus necessary in order to cater for this difficulty

Le développement de l’industrie des armes qu’a connu le vingtième siècle et qui a permis une grande propagation des armes les plus destructives telles que les armes de destruction massive qu’elles soient biologiques ou chimiques, risque de mettre ces armes entre les mains d’organisations terroristes qui pourraient les utiliser pour causer des dégâts énormes sur les plans humain et environnemental d’où la nécessité d’une coopération internationale sérieuse pour répondre à cette menace.
