Abstract EN

The aim of this paper is to shed light on environmental crimes and penalties in Saudi Arabia.

The main purpose of the paper is to study the efficiency of the criminal penalties imposed on cats related to hazardous waste in Saudi Arabia.

The paper reviewed a number of laws and concluded a number of results and recommendations.

First, environmental penalties imposed on crimes of hazardous waste are not sufficient to confer legal protection that will protect environment and public health from the threat of hazardous waste.

The most challenging obstacles that must be encountered as to free the environment from toxic pesticide waste, are the followings: (1) Absence of transparency due to the multiplicity of regulators, supervisors, controllers and investigators over environmental crimes associated with lack of independence of the Environmental Council.

(2) The lack of funds for repair and protection of the environment and the lack of environmental awareness among members of the community.

(3) Absence of environmental rehabilitation of the staff and judges.

To eliminate such problems, the government should take the following measures: First, establish an independent authority deals solely with all issues of environment.

Second, issue a new law and increased criminal penalties on hazardous waste.

Third, the suggested law should include all scattered provisions in various laws.

Also, the governments of Arab countries should standardized their policies and environmental legislations to reduce the threat of hazardous waste.

Moreover, bar associations in the Arab countries are required to prosecute companies and the international cartels that target the Arab States for the purposes of disposal of illegal hazardous waste.
