Gaining the relationship between financial flows and development of the utmost importance under the direction of many developing countries, including the Middle East and North Africa to liberalize financial sectors in recent years, especially in light of globalization, so we dealt with in this article scientific importance and the role of the financial developement in the financing of development through identification on the literature of the relationship between financial development and economic growth and indicators measured, as well as the review of the most prominent studies that focused on the measurement of financial development.

In addition, we studied the financial development of the reality in the countries of the region Middle - East and North Africa, and to highlight the strong points and weak pointsof their financial systems, trying to highlight the barriers and possible reforms to raise the level of financial development in the region.
