The characteristic feature of the control authorities or the independent administrative authorities is that they are created to organize technical areas by some specialist persons who are supposed to manage and organize them in the authorities framework: this base was not countered by the mandatory board and loan.

These authorities are the new way to carry out acts of the State: they are themselves the State in a new face.

The purpose of creating these independent institutions is to avoid classic State inconveniences, by relying on professionals who carry out state authority independently, but there remains a problematic question to be answered : would it be possible to make a legal presence for these professional persons in the State Constitution where the authority is distributed in classical way.
