This article attempts to explain the underlying driving factors that govern the Chinese foreign policy.
Since the Cold War, China has increasingly been playing the role of a major power but demonstrates hesitancy in some theaters which indicates falling short in developing full capabilities to serve that end.
This article attends to the study of “Strategic Culture”; which seen by the author as a framework that helps explaining ideas generated from the history, culture, and societal narratives of the state.
Within this framework general parameters indicate the preferred foreign policy options for China.
However, strategic culture is not solely the cause for action.
It rather helps in define potential acceptable options.
It is complementary to other explanations around the importance of other factors, such as distribution of material capabilities, decision makers’ idiosyncrasies, and alliances' commitments.
In other words, strategic culture helps in understanding China’s long-term foreign policy patterns.
