Abstract EN

This study aims at focusing on international and Arabian models of the concept of comprehensive security recommended and dictated by local security councils.

The paper also suggests a Jordanian model that applies this concept and suite the social reality of the Jordanian society.

To a chive this goal, the researcher has used the historical and analytical descriptive approaches.

These help the researcher to analyze the security councils in Japan, France,Australia, Britain and the United States, as well as those represented by Dubai police system and the Jordanian model.

The researcher has concluded that there is no higher strategy or strategic plans for local councils.

In addition there are no branches of charity, private, military or security institutions in the different regions.

There is no clear openness between local security councils, society foundations and cultural institutions.

The role of these foundations and institutions is not active in relation to the social work and comprehensive security concepts.
