E-learning programs in the Arab region are in general a simulation of the traditional education activities which have many weaknesses and problems.
Using limited and isolated learning management systems on attending this kind of education adds nothing to the learning outcomes produced by the traditional forms of education.
This paper attempts to provide a dynamic environment for e-learning that depends on knowledge as the key element by studying many viewpoints related to knowledge management theories.
The paper proposes a set of elements that must be available in any electronic learning environment that might help in providing the desired education.
Such education should depend on the internet as a knowledge base system that can be accessed by independent learners.
