Abstract EN

The study aimed at finding out the relationship between the operational policy of the ports and the cost of services offered there; in addition to its impact on the size of maritime trade served by the port; taking into consideration the prices and the costs of services provided.

The study has taken three ports in the Arab region as a sample.

These are Port Sudan, Islamic Port of Jeddah, and the port of Jebel Ali.

They represent different operational policies to measure this relationship.

The study adopted the descriptive analytical method and the case study method to describe the state of the Arab ports through data collected from secondary sources for this purpose.

The following were the most important findings: Port Sudan port [revenue port] is the most expensive among the ports of the study pertaining to the prices of the services provided at the level of maritime and goods services.

This confirms the hypothesis of the relationship between the operational revenue policy and the high prices of services.

Port Sudan port achieved the highest cost in the totality of services offered for a single container as a standard unit of measurement، reaching more than $ 250 compared to $ 170 for the other ports.

This confirms the hypothesis of the relationship between the operational policy and cost of services، Port Sudan port came last with big difference from the other ports of the study concerning maritime trade that it serves in spite of having all the elements of attraction for trade size except the price because of the operational policy of the port.

This confirms the hypothesis of the relationship between the operational policy of the port and the volume of trade it serves.

The most important recommendations were: Arab countries should be cautious when determining the operational policy which is used for managing its ports, reviewing the operational policy of Port Sudan port and similar ports in the Arab region so that they can gain a competitive advantage of the services provided and the trade served.

These ports are classified according to criteria of those demanding the services، including Shipping lines, Searching for a coordination mechanism among the ports of the Arab region with respect to reducing competition among them and the rationalization of the development costs to suit the size of the region trade.
