Insurance of civil liability is as an unmatched process in social life, in which the insurer supports the financial consequences of the arranged responsibility of the insured resulting from damages happened to a third party.

By consequent, the responsibility of the insured on inflicted damages will be guaranteed .

Actually, as one of the most important applications in fields of insurance contracts is what it is dealing by the technique of the distributive function, in order to provide adequate financial supports to economic projects rather than concentrating the burden of damages on behalf of the responsible, and as the right of the latter to be compensated.

This type of insurance has the character to be optional, and would either be like the rest of the contracts or would be on a compulsory basis due to intervention of the legislature in establishing contractual centers and conciliation between the will of both contractors.

The latter type of contract is governed by sanctions in the event of non-compliance.
