The changing structure of International Law has always been a contentious issue not only because of the growing legitimacy of Human Rights standards as a key element in the evolution of human consciousness, but the analytical and practical contradictions imposed by the concept of Solidarity whether its international or humanitarian sense.

This emerging structural principle is based on the inevitability of international cooperation as one of the most important mechanisms to eliminate the structural persecutions.

Thus, this article will try to clarify the following intellectual frameworks: First, the notion of Solidarity in the context of Social, political and international law studies.

Second, discussing the conceptual modification made by the “responsibility to protect” on the Westphalian sovereignty.

Third, the Arab response to the controversial relationship between solidarity and sovereignty demonstrate the huge influence of Arab state structural crisis.
