The rule regarding the conflicts and civil wars is : the inadmissibility of intervention as long as the event taking place within the political boundaries of the state concerned.

The time of conflicts and civil wars are periods in which narrows the field of rights and freedom margin.

And the reason is the need of the state concerned to maintain security and order.

As there is no rule in the international law that authorizes to intervene to the imposition of self-determination, but by applying a system of collective security as it is in the Chapter VII of the Charter of United Nations.
