Methodology of scientific research is very necessary to the researcher in human sciences in general ،and political ،legal ،and economic sciences in particular.

Although people interested in social sciences focus in this field (Methodology of Research ،)we find a lack of interest among those interested in political ،legal ،and economic sciences ،especially with regard to the steps to the preparation of scientific research.

Steps of scientific research have an importance so that the researcher understands methods ،theories ،and epistemology ،because the one who doesn’t know the steps and techniques of scientific research- especially those related to the preparation of theses and dissertations- always will be out of the essence of his research subject ،and objectivity.

The major focus of this study is to discuss the steps and techniques to the preparation of scientific research- theses and dissertations-scientifically and objectively in four axes ،in refers to international scientific methodology ،that accepted in many national universities.
