Abstract EN

This study attempts to identify the reasons that prompted the European countries to adopt control and mechanisms established by the achievement of these settings, and compare these justifications including paralleled at the local level (Algerian), especially since the media experiments in terms of the traditions of practice and legislation contrast, may make the concept of setting asymmetric not the starting point of the same motives.
