As a result, such environment affects all aspects of organizational life.

Facing this new situations, the need to adopt a creative solution that permit the organizations to achieve an internal integration and external adaptation has grown.

That is why modern administrations are obliged to attract creative leaders to work in their organizations and incentise them to stay for a long period, as a strategy for gaining excellence and get excellent service done.
