As far as rules and methods of contractor’s selection, the law does not leave them absolute freedom.

In many cases, it stipulates certain procedures to ensure the selection of the candidate is fair : the one who ensures the best offers in terms of technical requirements, financial limitations.

The administration does not have a free hand in choosing the contractor, and this article attends to this procedure of selection from a judicial point of view.
