Financial control has become one of the most important pillars of the state.

It is an enormous necessity for protecting public money; its organization is one of the most concise organizations as it is too important for the behavior of individuals and groups and the effects this has on the national economy in general.

The sum of money–as well as the manners-in which this money is spent is not important.

What is important, however, is the good governance that has to be charted by the person in charge of spending money, as well as the images of good citizenship of people for whom this money has been spent.

This study is undertaken with the objective of avoiding what has taken place in many countries, including Arab and Muslim ones, in terms of corruption and extravagance and sorts of bribery and theft.
