The summary of the study : The importance of technical education and vocational training is reflected in its pivotal role in economic and social life as one of the main tools in the information of human resources and the most important mechanisms used to combat poverty and achievesustainable development.
This type of education is suited to the nature of employment generated by different economic sectors, and the information revolution, based on the fact that investment in human beings is an end and a means of the process of civilizational advancement.
Themost important objectives of this study are to diagnose the reality of training and technical and vocational education in Yemen in the terms of legislative, institutional and functional, as well as to analyze the relationship between the inputs of training and technical and vocational education and its outputs and identify the shortcomings and imbalances that it suffers to avoid in the future as the educational situation in Yemen especially in terms of quality that is still at a low level, which means that it is unable to meet the requirements of development optimally because of the technological revolution.
As the development of education and scientific research cannot be achieved by increasing the number of educational facilities, by relying on the criterion of quantity only, and this is necessary, especially with the increase in the population numbers but also through the correlation between quantity and quality and based on this, the reality of human development In Yemen, according to the fourth national report issued by the Ministry of Planning and International Cooperation, indicates the high rates of unemployment among young people through high numbers The inability of economic growth to contribute immediately and automatically to job creation, the paucity of financing possibilities to implement microfnance and microenterprise programs, as well as the very low level of technical and vocational rehabilitation of young people, thus losing opportunities In addition to the weak coordination between the inputs and outputs of education and programs of social and economic development, especially since the Yemeni society is a professional and productive society since ancient times.
Perhaps the most important finding of the study is the lack of balance between technical and vocational education inputs and development requirements.
on the other hand, and in addition to that there is still a big gap between the legal framework of technical and vocational education in Yemen dating back to the mid-twentieth century almost, but this kind of education did not receive the attention at the stage after the revolution in Yemen, where the emphasis was placed on the general and university education system.
The aim is to obtain administrative job with no focus on professional job.
