Citizenship linked system of values, concepts and institutions associated with them, so it raised about this concept many questions including: Is there a blocker inclusive definition of the concept of citizenship? What relationship citizenship and the individual and the state? And viable state of citizenship? Has the State responsible for the citizenship? Or solidarity of responsibility between society and the state? And what is the reality of citizenship in Iraq before and after 2003? Is that Iraq's national human rights and duties are guaranteed? The objective basis for this research to know the problems of citizenship crisis in Iraq and determine the merits president and show kinks in which, to the fact that citizenship premise and basis of any democratic system and otherwise can not talk about a democratic political system in Iraq, present or future, which calls for all Iraqis work to find appropriate and effective ways to address the crisis .
