This paper aims to show the extent of the contribution of outsourcing strategy in the balance of industrial enterprises’ portfolio and maintain and improve its core business, we applicate this study on Algeria Telecom corporation, so we will clarify through this study the main reasons of outsourcing decisions and how can the enterprise manage the risks of that operation by giving a proposal model to facilitate the process of improving the risks management of outsourcing projects
