The Statute of the International Criminal Court is a judicial complementary system to the national jurisdiction, and not a substitute for, or higher rank than it.

Therefore, what the International Criminal Court does to fulfill its role is not a violation of the sovereignty of states, but helps countries to achieve justice, through the trial of people committing serious crimes affecting humanity.

The jurisdiction of the International Criminal Court is considered as an exceptional competence complements the national jurisdiction of States, where the priority is for the national competence.
