Abstract EN

The purpose of this research is to emphasize the role of special education law in providing quality special education and related services to students with disabilities.

To achieve this, the status of special education in the U.S.A., China and Germany was reviewed with the U.S.A.

as a model.

Special Education in Saudi Arabia was also included in the review.

It was concluded that the more detailed and comprehensive the law was, the more comprehensive and scientifically based the services were, and that the U.S.A.

is leading in this regard.

Hence, countries who wish to improve their special education and related services and its laws the opportunity to benefit from the American experience.
