Political leaders have realized in various governments, political systems the importance of supporting the citizens in their decisions, and this will not be achieved without national response by Governments to their different demands through an integrated system of programs and plans, or what is known as the public policies which aim at solving community problems and achieving many benefits at all levels: economic, social and political, and the like.

Therefore, the process of policy appraisal is of paramount importance to the political decision maker, researchers and even citizens as a tool to measure the success of public policy in the development of the general feeling of satisfaction about the government and its support for and access to the equitable distribution of wealth, and there is an effective mechanism to improve the performance of the government to find solutions to the public problems.
