There is no doubt that the institution of university, through the scientific research in today's world, is playing an important role in the development process, and the international experiences in this field prove it, because the fundamental axe of advanced economies resides in the appraisal of the scientific research and use it as a tool of the economic development.

Thus, this paper will addresses the reality of the university and scientific research in Algeria, in an attempt to discuss an important issue related to the opportunities and constraints of the Algerian university for the sake of carrying the role for which it was founded, which is the contribution to the development process.
