Abstract EN

In Algeria, the transformation towards the e - learning system has become an inevitable path and a strategic choice in many schools and universities, and that’s in order to keep abreast with the developments of higher education systems in the developed countries, where the Algerian higher education sector, like other Arab countries, has received considerable attention in recent years through the adoption of fundamental reforms in all its aspects, during the adoption of fundamental reforms in all its aspects.

In this study, the analytical descriptive method was used to analyze the reality of the higher education system in Algeria and its profound changes and problems, which is the main objective of the Ministry of Higher Education and Scientific Research in Algeria to integrate modern information and communication technologies into the educational and research process.

Thus the sector of higher education has witnessed many e-learning and distance education initiatives, which were implemented through technology partnership projects with some European countries
