Abstract EN

The civil society is deemed to be the from work in which individuals relations are organized in a given state,basing upon democracy and free will.it is also considered as a protection for the state for what it opens of opportunity for dialogue and opinion expression something which supports the state’s efforts and build a strong base for democracy .

Associations are deemed hence to be ones of the most important civil society’s pillars, the association movement is seen ,after the political parties ,one of the motive bases that can not be put on the roof .these have known recently an expansion and multiplication in number withen the society shift that a lot of societies have known .

Toward the path for democracy anoug which we mention Tunisia where the association have found a variety of forms and processes .Establishing the association freely is one of the rights that many Tunisian constitision have approved as a human right that can not be demied and should be protected by the state .This right is ensured by the enternational convention as well as all the laws related to this regard .Tunisian has known a new decree related to the associations N¨ 88 dated on 24/09/2011 coming after the so called the Arabic spring in Tunisian seen in the emergence of the noncenteraliezed youth movements and other coalitions that cast doubt about the conventional concept of practically establishing foundation freely .This decree will have an impact on the association life in Tunisian either for the foundation ruls or the activities mechanisms or even the state sencorship
