This paper aims at identifying the reality of the Libyan universities in the quality programs and guaranteeing them in order to identify the most important difficulties and challenges facing the Libyan universities in the application of quality and its guarantee.

The report was based on the most important reports issued by the National Center for Quality Assurance and accreditation of educational and training institutions during the period 2010-2014, As it was issued by an official body responsible for preparing reports on the reality of Libyan universities.

Benghazi University was chosen as a model for proposing the most important suggested guidelines for improvement and quality programs for Libyan universities.

Li m December 15, 1955, under the name Libyan university, The study also noted that the developments in the post-2011 period have caused many difficulties and challenges facing the university in terms of applying quality and guaranteeing it.

This does not necessarily mean that the university before this date did not face difficulties and challenges regarding the application of quality and its guarantee.

In the post-2014 phase, the university became a war zone.

Its facilities and facilities were destroyed.

The university administration was forced to move from its headquarters in the suburb of Qaryounis to a variety of public schools.

About 40 schools were used in the city of Benghazi costume.

The study also outlines the suggested guidelines for improving quality and ensuring the quality of the university in two parts.

The first section is: The main tracks, which are the general framework of the quality process and guaranteeing it, such as the path of spreading the culture of quality and guaranteeing it, and the path of strategic planning.

The path of management, governance, the path of faculty members, the path of students, the path of scientific research and social responsibility, and the course of quality management and performance evaluation.

The study also showed that the establishment and implementation of quality in the University of Benghazi is not difficult or impossible to achieve, but it is in need of a strong will and announced by the Presidency of the University to adopt the quality option as a strategic option in the university, and the existence of programs to disseminate quality culture and ensure in stages Building guidelines will contribute to the creation of a work environment that contributes to the rooting and application of quality and ensuring that these programs will protect against any resistance that may occur against the construction of tracks by any party in the educational.
