The urban planning is very necessary since urban environments are the area where populations practice their activities.

To be appropriate to keep provide all population’s requirements, legislations in different countries give great importance to the urban planning processes especially with the environmental degradation resulting of the non-application of the planning standards, growing requirements of living and rapid urbanization.

Sustainable urban is not only a tool to reduce energy consumption and environmental impacts but also a tool to minimize maintenance costs hence the Algerian legislator has tried to create a balance between urbanization and environmental protection.
