Abstract EN

The public management in Algeria was experienced several shortcomings and problems, which have affected the efficiency and effectiveness of public service on completing their duties perfectly ,this leads the state to look for another alternatives, which represented particularly on the use of the delegation of the public service mentioned in Presidential Decree 15/247, through several formats, including the relevant public service ,management involvement, which takes a particular character due to that the administrator manages the public service on behalf of the delegating public entity and will paid directly by the public authority (revenue guarantee).As well as for bringing it to a good public service management, this remuneration is accompanied by a productivity bonus and profit sharing
