Associated with operating the subject of unemployment and the extent of the development of economic and social systems and organs of productivity, which is making many countries are working on the development of employment policy that will ensure the stability of human resources.

In this regard, Algeria proceeded like other countries to the various mechanisms and programs in order to address operating subject through the enactment of new laws and regulations aimed at addressing these circumstances phenomenon, and we will try through this paper is to make sure whether these mechanisms and programs have achieved their desired results through the display and evaluating backward devices developed by the Algerian government
