As a result of the success the Total Quality Management system in industrials and services organizations in the world.

The attention to the application of TQM approach in universities increased, but can the universities follow the same path taken by industrial and service institutions to satisfy the customer (student and local society)? Through a descriptive analytical approach, this paper reviews the concept of Total Quality Management and the basic principles that revolves this concept, and describes the importance of educational services through the application of total quality management system.

the paper also proposes an action plan to develop and implement this system in Algerian universities.
