Change in the administrative fiel dis considered a crucial and fundamental characteristic in any society or organization during all periods and eras, and development, modernization and improvement become, tehrefore , a strategic demand likely to ensure the availability of efficient general administration requisites.

Thus, the issue of continuing administrative reform is raised to make the administrative body meet the needs of development.

The admistrative reform becomes, therefore, omong the strategic policies adopted by governments in collaboration with all the different social sectors, a permanent prioprity in order to make these sectors play efficiently and easily their role.

The issue of administrative reform knows presently an increasing importance locally, nationally and internationally because the necessity of reforming the administrative system and improving the services that governments provide for citizens (locally and nationally) is looked at broad-mindedly, as it is the case for regional organizations such as the European community countries.More than that, the administrative reform lies outside this scope to become a major concern for international organizations such as the United Nations bodies so that they can play their crucial role ti serve international security and peace on the one hand , and promot and provide assistance to social and economic delopment projects, on the other hand.
