Over the past two decades, based on the agenda of good governance on the ideas of democracy, and the local community, decentralization, participatory approach, most of which stems from the development discourse and experiences in rural areas and/ or semi-rural.

Thus urban areas are particularly large cities, which seem to have become the dominant brand and increasingly the contemporary political economy in these areas, becoming unsuitable for the decentralization of regional and / or local democracy based on participation,So the major cities are often not subject to the existing governance practices, which often fail to follow the basic principles of sustainability This research aims to examine these dilemmas of sustainable management of cities,also offers some of the experiences gained from a number of pilot cases for sustainable cities,"New York and Tokyo," and to make use of these two models in the management.
