This would hampered the adaptation accuracy and the briefing of all facts which this provisions requires, whatever their multifunction concerning the temporal and spatial variables, And that makes it always lacked to a new formulation that fit with its flexibility, and this imposes on establishing its rules and standards on the Islamic legislation's principles that combine both fixed and variable, keeping up with the requirements of life and the modern-day's evolution so as to achieve the purpose desired by the legal drafting, which is to achieve the political, economical, and social interests of the state
