This research paper aims, in its conceptual contexts and theoretical data, to explain the importance of developing the human resources as an organizational plan, activating the organizational reality and making it able to challenge the mechanisms of the characteristic of competitiveness.

On the basis of these starting points, the study managed to point up the importance of activating the recruitment process, valorizing the training process and reinforcing the motivation process as building molds giving the system of human resources management a pioneer role to realize the expected development
