In recent years, the concept of development in societies has changed from a concept based on Giant companies and central planning to another concept that depends on the creativity and innovation of individual or collective members of society, which is known as «Entrepreneurship.

» The importance of entrepreneurship in the economic development of societies, on the one hand, and the fight against unemployment on the other hand, should give high priority to the development, promotion and encouragement of entrepreneurs in society.

However, these efforts must be directed and exploited optimally to achieve the established goals, the most important outcome was the adoption of a medium-term strategy based on small and medium-sized enterprises (SMEs) through new programs and structures designed to support and encourage such institutions, It is also a means to promote the national product and reduce unemployment, which is beneficial to economic and social development on the one hand, and aims to promote this sensitive sector in order to enhance the competitiveness of Algerian enterprises and to face the establishment of a Free Trade Area with the European Union in the horizon of 2019.
